Not in the same sense as all-inclusive resorts. It was the cruise industry that had started the term all-inclusive but theirs does not include your drinks. Check out the cruise tips link below.

The only truly all-inclusive cruise lines are the "luxury" lines – and you’ll definitely pay a "fortune" to sail them. If you go with one of the mass-market lines, the cruise fare will be far less and you will pay for things other than food, as you wish. Drinks [soda and liquor], spa use, excursions, casino/bingo, premium restaurants [if any], and tips [about $10 per passenger per day - don't stiff the help!] are the "extras" you’ll pay for.
You don’t need to spend a "fortune" on board. Some lines let you bring on your own wine [usually one bottle per person, although Holland has no limit] but never liquor; you can book your own excursions [provided you do lots of research ahead of time so you know which ports are "safe", and you have the discipline to get back to the ship on time]; you can avoid the casino or bingo, as well as the spa, etc.
Since you’ve never been on a cruise before, I strongly suggest you do some research before you try to decide. There are many, many variables that will affect the cost and your enjoyment and you’ll need to know your preferences before you go to a travel agent to book your cruise. Your library should have books on cruising, as well as on ports of call. Another great source of info is CruiseCritic.com. Click on "Cruise Styles" and browse the different lines/ships to get an idea of the ambiance/demographics. Click on "Boards" and you can find discussions on any topic related to cruising. You may want to check the board for whatever line you’re considering, the "Member Reviews", "Ports of Call" and "First-Time Cruisers" to start off. It will be confusing at first, unless you know a bit about cruising to understand the "lingo", but there’s a ton of info there. If you join CC, you can do a search or post your own question.
